Best way to get to Vieques, Puerto Rico, is with a puddle jumper. You can leave from San Juan or Fajardo, and are minutes from basically the US Virgin Islands.You can even fly from the West coast (Mayaguez, 4 flight daily) to San Juan and then grab your next flight. Same for Culebra. Ferry is not worth the timing and inconsistency.
